Is there a way to fix the AI - for some reason they are just spamming their primary attack and using none of their abilities or spells. I've tried using the preferred setting - disabling everything but one ability and they still just spam the same attack over and over. Doesn't matter if its a dragon fight or just clearing some roaming mobs - same behavior..

I am having the same issue here. Has anybody else had this problem; party members doing nothing but using basic attack and none of their abilities? Specifically Varic.

My Varric uses all his skill that I gave him, as for others no problems.
Only problem I have at times well for range AI in-general is they don't stay where u place them.

Ok, so now I have a possible answer, although I'm not 100% sure, so take it with a grain of salt. I have been on an extended play session, the game has been running for about 5 or 6 hours. Over the last 2 or so I started noticing that most of my party members were not using any abilities. I quit the game completely to desktop to post my last message here, and then restarted the game to play. After restarting the game and resuming the save suddenly all of my party members were using abilities again.
tl,dr Perhaps the AI degrades over extended play sessions. Restarting the game seemed to fix it.
Edit: Also, I suggest setting your tank to follow themselves. Example Cass Follow Cass. Have your other 2 party members defend the tank. And set your own character to follow self. See if that helps.

Well, they use all their abilities, they just don't use them well. Solas kept blasting Wraiths with the Ice spell, and not using it on the Rage Demon that was burning the faces off of the rest of the party. Or blasting Resistant creatures with what they were resistant to (see Immolate + Rage Demon = nothing but a happy demon).
I'm hoping they'll update the game with a little bit of extra tactics, like Dragon Age Origins. That way, you could disable certain abilites, but when an enemy is weak to something, with the tactics set to hit an enemy with that its weakness, they would use the appropriate spell even if it was disabled. That way you can insure they HIT THE CORRECT ENEMY WITH THE CORRECT SPELL. Dammit.

Yeah I really want a confirmation on this too, sometimes they just keep using normal attacks.

I highly suggest saving your progress and fully quitting the program to your desktop and restarting it. If that fixes the problem then that is all you need. If not, as I mentioned earlier, try setting your characters behavior so that your party members are set to "Defend" your tank, and that your tank is set to "Follow" itself (if you don't use a tank, have all your followers "Defend" you. Also, just a heads up, make sure that your party members skills are not set to disabled. It is easy to accidentally set them to disabled as it is the next option to the right of active, instead of preferred. Good luck out there!

I'm assuming everyone knows this, but I have to say it. You do have your Mana/Stam levels at a reasonable level right? and your abilities are set to be used? May seem stupid, but I actually didn't know about these till about 10 hours in lol.
If so, you might want to report it here. Seems like the best place to report these sort of issues right now.

I hate that you can't set tactics and that the AI is so stupid. It's like they want to force you to constantly micromanage your party so you have to use their fancy tactical cam. :/

As if theirs is set to say 50% they will not use anything that will take them below 50% I lowered mine to 20% then all of a sudden it all started going bang!
