I forgot he/she said that line, huh... If it's Scooter, then the line wouldn't make sense because I don't recall him losing someone. Can't be Athena or Lilith though because it's possible both of them are still at Sanctuary and Borderlands 3 will probably continue from there.

 

Also remember, we saw that weapon in Jack's office.

You have to remember, though, that Tales much like the Pre-Sequel is a framed narrative told in a past tense -- Meaning, Athena has long since been kidnapped and thus that story has long since passed. Enough time has passed for her having finished telling her story to Lilith. Another reason why I believe the Stranger could be either Athena or Lilith is that they could be trying to recruit Fiona or Rhys as Vault Hunters for the upcoming war that is being talked about at the end of the Pre-Sequel. In one of the DLCs, Gaige mentions that they are currently trying to track all potential Vault Hunters down.

 

But, you do have a point about the shotgun being found in Jack's office, though why would he have it?
