I was looking at a list of agents, and noticed there were some in The Hinterlands that I could have had join the inquisition. An example is Ritts. I already completed the side quest associated with Ritts, called Strange Bedfellows, and I want to go talk to her again so I can have Varric convince her to join us... but I can't find her anywhere. 

 

My Question is.... can use a console command to start the Strange Bedfellows Quest again?

No you can not start quests over again
