Topic. I am level 9and still running around with a 45 damage staff. Where can I find a person who sells staffs or schematics? Someone please help.

There is a staff vendor in Val Royeaux. I can't quite recall how high a level his wares reach, but he may be worth a look.

 

Also, I got lucky during part of the quest where you choose mages or templars (I did the mage side) and got a totally amazing blue staff with 49 damage and a bunch of stat increases while I was in there. 

 

I hope something here is helpful. And if not, I hope someone else comes along who has more knowledge about this than me.

The Mage side staff, I am pretty sure it's a guaranteed chest drop. It also has a chance to put a Walking Bomb proc on target (its terrible damage, but its actually great stagger).

 

If you do all the Hinterlands Landmarks, you get a 3 hour operation to get an amazing staff for low-mid levels (over +21% Attack, 46 damage per hit, +20 living damage rune slotted in).

So is 45 about what I should be doing art level 9? It hits for about 70.

I have the same problem as OP. My mages have been using their current staff for like 4-5 levels. I can't seem to find a better staff for my mages. Level 10 party.

I forgot exactly what level it's for... I want to say 11 or 12, but in the Western Approach there's a dungeon with a crazy powerful purple staff @ the end.

Buy apostate staff schematics in val royeaux, it's a tier 2 staff with 55 damage

So I'm guessing that it's normal for the damage on staves to be about 1/3 the damage of similar leveled other weapons then?

Crafting your own staff around that level should give you 55 damage + any added bonusses depending on which crafting mats you use.

I must say, I don't really care for the loot system.  RNG is one thing, but this doesn't seem to scale?

Yeah, that's about where I'm at. While all my other guys have 180point maces or 200 point daggers
