They should.  It would be easy enough to test if you have two of them.

 

EDIT:  Looks like they don't.  Bioware should note that with text on the items; this must be their first RPG.

This is somewhat unrelated but I've found a couple of these rings that boost skills I can't find on any of the multiplayer characters. "Enhanced thousand cuts ring"... Gives a 30% bonus to that skill but I can't find that ability on any of the rogues (unless I'm blind) and "enhanced cloak of shadows ring" which im guessing is stealth? Says it gives a 30% bonus to the duration of the ability but again I don't see any ability with that name. Maybe they are skills that were renamed but the rings weren't updated to the new skill name? Not sure if these rings are good for anything or just obsolete or what the deal is with them.

They're for skills that exist in single player, as well as items with focus gain. In other words, good design.

Maybe they will add more characters in the future that have those abilities lol
Guess I will just keep them in my inventory for the sake of it
