Depending who you side with the quest can be given by Cullen or Leliana which is a chain of war table operations which the final one opening up the Shrine of Dumat. If you side with Templars then the quest name is Under Her Skin (Leliana). If you side with mages then it's Before the Dawn (Cullen).

Mine definitly sells the Superb schematic, perhaps it only shows up later in game, or the rare stocks perk gives it.

For me, Shrine of Dumat had the Superb Corrupting rune schematic. I got there through Cullen though, so maybe it's different from Leliana? My Skyhold vendor sold the Superb Cleansing one. No Superb Dragon rune for me.

True, the last dragon slayer rune, is sold at Sky Haven by Bonnis, the Orlasian woman... But only if you secure the commerce road i think (she give you a QG quest to help merchants)
