I'm 30 hours into the game, and only now has it become obvious that my Dragon Age Keep import didn't work.

 

Is there any way to fix this without restarting?

I don't know of any way to edit one's world state for a game already in-progress as of now.

 

My suggestion is to keep an eye on Rick's blog. He's written save editor applications for the Mass Effect games in the past (and possibly for the previous Dragon Age games too, I don't remember). He's also on Twitter if you want to ask him about making an editor for Inquisition.
