If you have unlocked the inquisition perk Underworld Knowledge, when you judge Servis, you have more than just the option to have him be an informant - you can request he be a smuggler. This results in the Agent Aquired pop up as appropriate, but then he doesn't show up as an agent for any of your Advisors or the Inquisition tab. Selecting the informant option still results in him showing up under the Secrets tab as is expected.
