Heh. Sera does sort of remind me of Carver, though I had a way different reaction to him than to her. Probably because Carver is my Hawke's bratty baby brother, who says dumb **** but is there for her when it counts (I friendshipped him and make him a warden), whereas Sera is my Inquisitor's ally who's expected to pull her own weight and be an effective member of a team. I also think Carver worked better because he was such a butt monkey. He was all bark and no bite.
Considering they have the same writer, it's understandable. BUT there's a few traits Carver has that puts him over Sera. For one, you know why Carver has a stick up his ass (inferiority complex) and secondly, he can actually grow over the course of the story (or kill him off if you want some drama). Sera has neither advantage, which is a shame.

Cole is also willing to learn. That is a major stepping stone.
And he actually wants to help, even if his ways are strange. Sera seemingly just wants to **** stuff up and justifies with with a veneer of sticking it to the man.
Also, I feel that Carver was better written (or at least more tolerable) because he wasn't an idiot. He was a butt monkey who was completely overshadowed by the PC, but honestly, it seems like a fairly realistic reaction to having your sibling be a video game protagonist, the kind of person who can kill a roomful of people with his hands tied behind their backs and gets to woo all the ladies/gentlemen/both. Almost any younger sibling would be jealous. More importantly, he actually grows out of it as the story progresses and becomes his own man. Sera stays what she is and refuses to listen when the PC suggests anything.
What about Aveline? My God, she was just atrocious. And I thought Wynne was preachy. No matter how saintly you were, Aveline was still busting your chops. And don't get me started on the Fade. She's the only character who couldn't admit it was their failing in the Fade. Even Fenris admits he was weak in letting the demon tempt him. Not Aveline, because she's weak and pathetic in more ways than one.
Aveline acts to be an exemplar of her station, so admitting flaws is foreign to her. That is her character flaw and it's one she doesn't really have to work through, because she knows when to apply pressure and when to not on Hawke and company.

His growth over the course of the game is indeed why I like Carver better. That was a benefit of DA2's timeskips. Carver was given the chance to grow over time, whereas Sera was not. Unfortunately, this makes her a less well-rounded character. Also you only know the "why" because Carver is family, which Sera isn't. You don't get the same kind of insight into her personality, which is one of the problems.
But also, the family context matters in more than just insight. I'm willing to put up with a lot more from a brother who is tagging along with me on my adventures around our city than from my new ally. I'm less inclined to be sympathetic towards Sera because sometimes I seriously can't see why my Inquisitor should put up with her sh*t. Perhaps I'm still bitter about the vallaslin thing. Did I mention how awful that was?

See, I liked Carver back before his character development because a) I could actually understand why he acted the way he did, and
he showed signs of caring about Hawke. It showed he wasn't an irredeemable ass, just a petulant brother who needed to grow up a bit. And once he did grow up, he became a much stronger character and I could stand by and be proud, because I knew the potential was in him.
My Inquisitors don't have any familial ties to Sera--they don't have any reason to put up with her crap. Especially not when the end of the world is nigh, and especially not when she seems intent on annoying them.
You know, I actually have to wonder if she's really a part of the Friends. They just seemed so much more subtle than her in the other two games. She's so much of a wild card, I wouldn't be surprised if they kicked her out and now she only acts like she's still with them to justify her actions.
I wouldn't go so far as call her a b!tch.
I would call her the worst character ever created in the history of video games.

And you can answer her politely, saying that they were originally slave markings, and that the meaning was misinterpreted. And maybe it was just me, but Alix puts such sadness into those line reads. And then Sera...laughs.

I just...I see where she's coming from. She hates that elves are treated differently because she feels like she has more in common with your average human serving maid than she does with any of the Dalish.
But at the same time that was a supremely sh*tty thing to say to somebody when they're feeling vulnerable (and post-vallaslin removal is probably the most vulnerable an elven Inquisitor is the entire game). And it personally made me really really angry with her.

You would expect Sera to comfort you or grieving with you since she's supposed to be your "friend", but no...Sera has to beat you while you're down with those vile words and foul manner. That just low. So much for friendship...oh it's Sera, hell even Isabela who is morally loose person comfort Hawke when Leandra is gone. Sorry, but I couldn't bring myself to like Sera at all.

Any person with a heart wouldn't beat you while you're down after you learned that your whole life is a lie, and any person with a heart wouldn't beat you when you're vulnerable. Ugh, Sera. You're heartless vixen. That said, I want to applaud her writer...I dislike a lot of characters in DA universe, but I never despise a character so much until now.
