why isn't the dueling blade sold at the merchant after closing the rift at the bottom of the lake? Please clarify. Mayor disappeared after quest as well.

The only way I could get The Dueling Blade to appear at the Merchant in Crestwood Village was to purchase The Short List Inquisition perk under Connections at the war table.

Agents count for points, so if you get agents that fill the Connections category, you won't have to actually spend perk points.

Could you explain how I may get the short list perk without spending points in a more detail?

As you progress through the game, you'll encounter people who, with the right dialogue options, can become agents for the inquisition. Do note expect to gather many of them in any individual category quickly.
Moreover, some of them require you to not only make the right dialogue option, but to qualify for it in the first place - typically by having a relevant knowledge perk, that unlocks an option to recruit an NPC that is otherwise not available for recruitment.
If you unlock the knowledge perks first, you are pretty likely to have 5-6 agents in each of forces, secrets, and connections by the end of the game, but this is across the duration of the game. I do not recommend waiting with the perk-restricted perks until you can cover all the prerequisites with agents.
Generally speaking, if you want as much flexibility with regards to choice of perks across the length of the game, pick up the knowledge perks as some of your very first perks and then a few other high priority perks - before you know of it, you'll have 1-2 agents of each of the three main categories to help give you access to the perk-restricted perks.

Agreed. I reverted from my save after testing The Short List perk for The Dueling Blade. It definitely was not worth the inquisition perk points at the time. However, after doing a Google search for agents and which category they affect, I progressed in the game to the point where the shortlist perk only costs one perk point instead of 5 +1 for the perk itself.

Mercenary Coat (the thing you wear at the start)
Inquisition Battlemage thing
Warden Light Armor
If anyone knows about anything else that looks good on elves, please let me know. Help me, BSN, you're my only hope!

Translate please? Alot if not most of the player base is English.
Not sure if I got the names for the stats right but here we go:
+3% protection from ranged
+3 cunning
+3 dexterity
On hit restores 35 endurance(?)
Only rogue, only elf-trained.
It's the Dalish Scout armour, the dog merchant at the Hissing Wastes has the schematic.
Not cheap though.
It uses the same model yes. Kind of a let down, I expected it would look like the suits the guardians in the tomb are using but sadly nope.
