Only just unlocked focus yesterday. Seems interesting, but I don't think I fully understand it.

 

At the moment, the first bar is full. But I continue to fight and the second bar doesn't fill at all. Do I need to unlock something to get the second and third bars to fill up? Or is this a bug?

In order for the rest of the focus bars to fill. (Total of three) you need to invest on the perks for them. They are under the forces perk (Cullen's pic on them) it's the first set of perk class. Hope this helps.
