There is a (sub)quest during the Winter Palace Masquerade called Behind Every Empress that tells you to talk to Briala, however, I couldn't find Briala anywhere.  Was anyone else able to talk to her?

She's at the balcony near the 3 maidens in the main ball room.

I'm at that balcony right now but I'm not seeing her at all.

You have to have done the Servant quarters portion first, where you meet her.  Then when you go back to the Grand Ballroom, she will be on the balcony (if you have your back to the ballroom entrance, the balcony is to your right from where the 3 ladies-in-waiting are standing).

I'm having the same problem. I've completed the servant quarters, I've met her, she's marked on the map, the Empress' chorus is there outside the balcony...but Briala is not there.

I had to go in and out three times before she showed up.  The key seemed to be to go directly to her upon entering the ballroom.
