 Codex entry reads:

Does this mean that if I've already gone through the deep roads and chosen a king, that I can no longer summon the dragon? :(

unfortunately, yes. think of it as something to do next playthrough

or restore an earlier save

No, there's a small dragon in the Orzammar throne room. You have to have your party stand on a set of pressure plates to release it.

You mean that she's not a High Dragon. She's a normal dragon--a boss level enemy similar to the dragon you fight in the ruins at the Brecilian Forest.

You can summon it after you pick a king. I didn't bother with it myself til I stuck that silly crown on Behlen's head.
