I looked in services and found the content downloader service was defaulted to disabled. I set it to automatic in the properties and all my DLC is authorized.

Certain items were only available as a promo, and you can't buy them. That's just the way promo items work. Lucky Stone however, may still be possible to get. All it required was that you use the standalone Character Creator to upload a character, and I think that still works.

After "a lot" of hassle and bother I have finally got all me DLCs downloaded and installed - phew
Imagine my surprise when I finally get to Wardens keep and discover that everyone only speaks GERMAN - a language which unfortunatly i dont speak !!!
Levi spoke in english in the party camp - and all my dialog options are in english too - its just all the voice acting is in german while in the keep!!!
I went into the files in My docs\\etc\\addons and deleted all other language files except en-us ones - this has changed nothing !!!
As there is no DLC bable Fish - I'm at a loss - Anyone have a way to fix this ?

I just finished recruiting the dwarves (as if that wasn't bad enough) only to leave and decide that i wanted to finally go to the Warden's Keep. I go to my map, low and behold, the Keep is missing. So i go to camp, thinking maybe Levi will be there, ( I should note, that Warden's Keep still shows up all fine and dandy, not that i've gone there yet.) Of course, Levi isn't in the camp. So i decide real quick to talk to Shale (as i sided with Calidran) and all of a sudden my screen goes hay wire and if i walk anywhere suddenly im WAAAY off the camp and walk back to it only to be locked on the outside of the perimeter, I actually kind of expected that.
I did the fix where i unload the DLC, force load, then reload the DLCs. Shales gone from camp, Levi's still missing. I do to pick up Shale from the little village, thinking maybe she'll be stuck there. Nope, Missing. Shales completely gone now.
What can I do to fix this?!

These are all symptoms of the Disappearing DLC Glitch that is covered in Section 1 of this FAQ. Exit the game completely, restart, verify that all your DLC is authorized on the Downloadable Content menu. Then you need to figure out how far back the error persists in your saves. See the first post of the thread for how to figure out whether a save is good or bad. If the error goes farther back then you're comfortable replaying, the only current method of recovery is using the developers console.

The problem now is that I can't talk to shale at all in camp, doing so restarts the quest over and over. So even should i use the the developers console to warp myself to the keep, it doesn't resolve the issue with Shale.
I'm sorry if I seem angry. but 56 hours of game play just became essentially wasted time. I just find it HIGHLY annoying that the players themselves have to come up with unofficial fixes to this kind of thing. If there is that much call for a fix, why has Bioware done nothing to resolve it?!
I'm sorry, I've begun to rant now.
I'll just go bang my head against a wall now.

I don't do well when things blow up in my face like this. I probably wouldn't have been as mad if it hadn't been like right as i decided i wanted to do it. Just seemed like the Game heard me and decided to play a cruel joke.
Anyways, I'm going to try and use the debug console and the developers console to warp me to the keep.

I used the dev console to reset Shale and warp myself to the keep and force it to show back up on the map. Thanks again!

So downloaded the dazip for warden's and manually reinstalled the package. Still no dice on my 80+hr campaign. So I think, well maybe the entire save is horked, so I kick off a new character, since I wanted to run through again anyway. Finally get to camp, Levi's there, tell him I'll help out, Codex gets 2 entries, but no quest. Levi's still there, no location on the map. Stone Prisoner, and Return to Ostegar both work and have available quests.
When I lauch the devconsole and runscript zz_gwb_debug no warp console, when I do the same with zz_shl_debug, I get the command listing up.
Any idea's other than a uninstall/reinstall?
Oh and I tried running both characters logged in and logged out. didn't make any difference, and the DAUpdater Service is set to start automatically in my services list, to save me any headaches.

Try disabling Warden's Keep, force loading your save, making a new save with it disabled. Then go renable Warden's Keep and load your new save, and see if that gets the game to recognize its installed.

Yeah that was one of my debug steps I tried yesterday, I think I'll just uninstall and hard delete everything except my character data/saves then reinstall. Then hope I can redownload my content, and that my characters are pulled in.

The authorization is stored in the My Documents\\Bioware\\Dragon Age\\Settings\\profile.dap file. Make sure there's nothing wrong with writing to that file. Achievements are also stored there. After you start the game and login, and the DLC is authorized, you should see the timestamp on the file change.
You might also want to look in My Documents\\Bioware\\Dragon Age\\Logs for a log file and see if there are any error messages related to the profile.dap in there. (Newest entries are at the bottom.)

Have you run the DA Update Service Diagnostic Beta? That's like a mini-installer just for the service, reinstalling the game won't always fix problems with the service, the beta app seems to do a pretty good job.
Otherwise starting with 3.1.2 there are various tips for troubleshooting the service in the Redeemed DLC Troubleshooting FAQ. In particular make sure the service is set to run as an admin.

Ok did a clean reinstall, downloaded the content again, and now I have all quests. Lets just hope it stays that way.

Every DLC DLed and installed correctly and shows up in the tab. But "Stone Prisoner", "Warden's" and Blood Armor are signed as unauthorized. So, after a lot of fiddeling and trying (the usual stuff, services, manually reinstall the two Offers and so on...) following pattern can be observed:
- Launching Service.
- Launching Game (auto Log In, while starting logged off doesn't change anything)
- Go to DLC.
- Stone and Warden's is able to be bought, in the installed tab marked as unauthorized (plus bloodarmor).
- LogOut - LogIn
- Aviable DLs goes empty, all DLC jump to normal, authorized status.
- But when I uncheck Stone, Warden's or the armor, these three jump back to unauthorized.
- It doesn't work, when I hit load or resume, while the DLCs "appear" to work.
Any ideas on this issue? (FYI, I tried everything from verifying Steam files to the diag Beta, both worked without errors)

Do the DLC's show as authorzied or unauthorized if you are logged out? I'm wondering if the problem is with the profile.dap file, which is where the authorization tokens are stored. Profile.dap is stored in My Documents\\Bioware\\Dragon Age\\Settings, make sure its writeable. You should see the timestamp update everytime you start the game and login, as it rewrites the authorization tokens.

Is this a new profile.dap, or one that you copied over from your other install? As a somewhat drastic measure you could delete it. Your achievements should redownload from the server, the only issue is I'm not sure if you'll have to re-unlock your specializations.
