So I'm just now starting to get T3 crafting materials to drop at level 17.  My question is what is that controls the tier of the materials that drop?  Is it my level?  My progress in the story?  I'm trying to plan ahead a bit on what I'd like to craft but I'd like to know the quickest route to getting the most T3 materials.
