Standard answer first, bw sure all drivers are up to date.
Next, lower all of the settings as low as they can go. Check the game frame rate. then slowly bump up the settings a level at a time. Check frame rate.. repeat. when the FPS starts to drop. start raising individual settings until you get an acceptable fps and quality display.

It seems that there are some inherent problems with the GTX 970 video cards. I've seen several postings about that here on the forums. That being said, I also have a new rig (purchased in July of this year), but it has a GTX 780 card and have had only a couple of issues. About 20+ hours into the game, I was crashing with cut scenes. After some testing, I found that I could run full specs in borderless windowed mode. I can see no difference between that mode and full screen.
Before the game released, I also upped my ram to 32 GB and am using an internal SSD drive to run my game.
You might also want to check your allocation to virtual memory. Increasing this may help. Personally, I keep this a bit high just in case.
Another thing you should check is how much heat you are producing. I purchased a water cooled CPU when I built my rig (iBuyPower custom built), but the video card still produces a boat load of heat. If it is overheating this could cause problems for performance. I ended up installing a cabinet fan to help with the air circulation in my computer cabinet. If your rig is out in the open, make sure it is not sitting directly on the ground. You might also look at installing another fan to reduce heat.
I apologize if this information is a little bit basic, but paying attention to these details has always helped me in the past.

Good Advice. Make sure it is seated firmly in its socket.

A windows 8 machine performing poorly?
Disable the services Windows Search and Superfetch.
Just out of curiosity, what do these services do and how will they affect the OS?

Make sure you're not running it on 4xMSAA.

Windows Search is a real time indexing service that is supposed to make search functions (for files & folders) go faster.Just out of curiosity, what do these services do and how will they affect the OS?
I honestly have no idea what Superfetch does. Microsoft's description is largely devoid of information.

I hate indexing. Bleh! Thanks for the advice.

Dial down the MSAA as posted above.
There is a driver issue with the 970's it seems but with the MSAA down it should run like buttah.
If it doesn't at your price point it sounds like a prebuilt machine from alienware or something. Which means they probably OCed the GPU. For whatever reason the engine is very unstable with oced gpus.
If all that doesn't work see about getting rid of some the third party stuff that came with your computer. If you can.
