So I've reached the point in Before the Dawn where I'm supposed to send scouts to find Maddox. The quest indicator is the war room, but there's no operation to find him. On the main quest path, I've done both Adamant and the Winter Palace, but I haven't done the Wilds yet.

Bump because I am also stuck on this. Marker indicates the war table, but when I go, there is no quest to dispatch agents.

This seems like some sort of a bug to me. Because When I go to the temple of Denerhim the quest automatically changes to "god of secrets" which i already completed, it says the quest has been complete but the Before the Dawn quest marker is still on skyhold.
:/ I can't complete the Before the Dawn quest this way.

Honestly I think the quest wording is very poor and misleading (not necessarily a bug). This quest is actually called "Track down Samson". There was never an option to "dispatch agents to find Maddox". When you select the "track down Samson" it allows you to select 3 companions and you go to his stronghold with Cullen, where Maddox can be found.
It could be a bug if there is actually a quest to find Maddox and I was somehow fast tracked past it, but from everything else I've seen I truly believe it's just misleading wording from Cullen.

I need help on this too. I have completed all the steps and now I am supposed to go with cullen to tne shrine of dumat. However, I have no clue where this location is. It does not appear on the war table. Help

"Track down Samson" war table mission upper left corner of the writing "empire of Orlais" on map (between E of empire and O of Orlais).I need help on this too. Have heard this is bugged for some people though and it takes awhile to show up.

It's not temple of denerim it's temple of dumat. Totally separate temple (not attached to any one location like other temples in emerald graves or something). It's only accessible via war table. See above for map location.
