I could really use some better explanation on this and how to use it... Do I just press it once and the next attack will be blocked?  Do I have to press it at the proper time before an attack?  Do I press it once to "activate" and then again to "deactivate"?

You treat it like a block in any hack and slash. When you see a hit coming hold the button down to block it. If done right you'll parry the blow and counter attack. Holding the block button down will slowly drain stamina so try to time it.

I thought it was an activated power to at first them saw some one using it in gameplay.

You don't need to hold the button down - at least not on PC.

If I've never played a hack and slash before, that would be a very poorly documented mechanic.
