Varric starting with wrong abilities?

Anyone else had the problem where Varric starts with flank attack rather than caltrops and long shot?

Yep. It seems to happen when the Inquisitor is a dwarf or a rogue.

I've had it happen while playing both a human/mage and human/warrior.
