I know you can buy some. But what about the Dracolisks and Exotics? Where can you find them? Is finding them story tied or something else?

Spend 10k on the Mystery Box in Val Royeaux to get the best mounts in the game

After I killed my first high dragon a quest appeared on the war table map to capture a dracolisk. Hope that helps.
