Over/Under Level

I have read all over the place about how enemies on a map level to the level you are when you first enter a region.. is there any way to level them higher when you return after clearing out a few maps?

As it sounds, If I visit every map once to complete certain quests and leave them for a while, when I do come back, I will be seriously overlevelled making it sound like it is best to clear out a map first then move onto the next.

Or are certain maps always going to have a set minimum level? Just wondering because after you get X levels above the enemies you stop getting experience which annoys me probably more than it should. 

I basically want to make sure If I open up all maps now and visit them so I don't have to check the war table when I want to go to a new map to continue a companion quest, when I decide to finally clear it out, I won't be over levelled.

This is just my input on the question and I don't know if it applies to everything/everyone. I did pretty much all the open areas before going to crestwood and here is what I noticed:

 

Some enemies in some areas had their level scale to mine whereas enemies at fixed points had fixed levels (rifts and quest related located enemies). On the other hand some enemies that are roaming the area (random encounter/ trash mob...call them what you like) did scale to a certain extent with my character. But only to a certain point. Then they would hit this "max area level" and not be of any higher level. I'm not so certain about this last point because different enemies have different levels in the same area. Enemies also have a minimum level for area, I went to the hissing wastes and saw a lvl 16 pride demon (I was level 12 or so) and I just ran when I realized that two of my party members were down and I was only a few seconds into the fight.

 

I then went to crestwood and yes I was terribly over leveled (level 23 in a level 12-15 area). The dragon went down really quickly and didn't need any health potions at all. As for the experience you're getting. You won't be getting any xp from mobs if you're 3 levels above, but every single quest grants you a fixed amount of xp (killing dragons, closing rifts, completing quests) so don't worry on that front. I still got some experience from killing the dragon and influence as well. By the way you can actually get a lot of influence (level 15+ inquisition). If you're not getting enough influence to get a perk it's probably that you're not doing enough side quests (astrariums and shards are the easy way to get influence).
