As the title said, I think I'm over halfway through the game (I finished both the warden and the orlais civil war plot) but I've yet to be able to get this quest at the War Table. Is there a special requirement? Or have I somehow messed up on getting it because my warden romanced Zevran, spared Loghain and killed Leliana so I couldn't get it from anyone from DAO? Please help!

You talk to Morrigan or at least that's what I did. It is a long time to do once you select it on the War Council Map.

I got it through talking to Leliana in the Skyhold rookery. She suggested that we do it after I completed Here Lies The Abyss. Not immediately, mind you. I had to return to her a few times before she did. But I haven't done the Orlais quest yet, so I don't think it's dependent on that.

I tried talking to both multiple times and exhausted the options but neither Leliana nor Morrigan gives the quest. Do you think I have to do other personal quests or something first, perhaps?

Was your HoF male? The guide says (although the guide is not infrequently wrong) that the Warden must have been female for this quest to pop.

 

And I managed to get it after Here Lies the Abyss but before Wicked Eyes and Wicked Hearts as well, so my guess is that HLtA is a prereq. Not sure if WEWH can be done instead, since that's not Warden-centric.

No, my HoF was a female Amell. I'm still trying to figure out what I might've done wrong to make this quest not pop because it doesn't come from Loghain, it doesn't come from Leliana, not from Morrigan, not from Hawke and Zevran doesn't appear in the crows quest in the war table even though i've done all of those. I did banish the wardens in HLtA so I wonder if this might have something to do with that too. I wish there was an actual guide for this to know if it's my own DA3 decisions affecting this or a bug with the imports from the Keep or just a combination of bad decisions from previous games.

Now that you mention it, I'm definitely curious whether the outcome of HLtA has an impact on the Contact operation. (I'm almost certain it won't pop before HLtA at all.) It isn't listed under the Grey Wardens op chain that supposedly ensues when you enlist the Wardens, and doing that isn't listed as a requirement for Contact the HoF, but unfortunately that doesn't mean it's not one. There might be an assumption that if you exiled the Wardens then you won't want to have anyone get in touch with the HoF, but if that's the case I'd much rather have been given the choice about the HoF separately.

 

As for Zevran, he will not be mentioned in the Crows quest chain if you romanced him in Origins. More specifically, here is the list of prereqs for A Missing Assassin, which is the branch of the Crows chain that includes him:

 

"Completed An Offer from the Crows. Zevran was recruited in Dragon Age: Origins, is still alive and was not romancing the Warden."

 

If Zevran is "off with the Hero of Ferelden," then you get "Word from the Crows" and its sequels instead. So it sounds like that imported as expected from the Keep at least. I'm sorry I can't be of more help with the Contact HoF op. (I just kept bugging Leliana until she finally gave in a few conversations after HLtA.)

It's alright! You giving me some of the requirements like this and clarifying that Zevran wasn't supposed to be a part of the Crows' quest is definitely help too! Thank you for trying to help me ;w;/  I guess on my next playthrough with this import I'll try another combination and not exile the wardens and see if I get it or just go and change to not kill Leliana in the keep as a last resort.

My hero was male and i got offered the quest from both morrigan and leliana. I had completed leliana's chantry quest though before she offered it(was funny though as she was on hero of ferelden mission when she offered it). not sure what i had done for morrigan to offer it.
