Every time I fill a requisition, I seem to get a "new" one I've already done before.
Are requisitions endless?

They seem to be a endless source to grind power if that is what you want to do.

Is there any reason for so much Power? Isn't it only used in the War Room which I only assume has a finite number of missions? Or do some repeatable missions (like Find Gold) cost Power?

I ask myself the same question. I have over 100 power with most areas unlocked, yet no use for it =/

They also let you grind influence. I'm not sure what the upper limit to influence is yet though.

Pretty sure its 10 since thats all the perks you can have

FACT
I already have 13 Inquisition Points spent ...
MAYBE
Power seems to unlock new "Operations" on the tactical map, in combination, if you have spoken with your Followers and NPCS inside of the castle and freed maps.
I also think that the enemies have a range from 3 levels per map and if your Power is high the enemies have up to 3 levels (encountered a dragon, who was lev 12 , later when I came back he was 14, but didn't helped him :-)
I am doing every side quest, looking behind every stone ... already spent over 120h and lev 19 , but still lot to do !
Also that neverending req. ARE NOT FOR SURE ...
I once fulfilled the same req. 5 times in a row, after that I got a new one ...
and I even think you see that "items" in your camp (fire place, different tents, better armors and weapons ..
I still invest into them, if it is worthless material ,,, and I have a power around 350

Influence goes all the way to level 20 I believe.

Really? A lot of other people are reporting that they've only been allowed 10 perks that's weird
