You're not wrong. It's one of the conversations you can have at Haven, while he and Krem are camped out by the Blacksmiths.

The whole concept of Qunari being realited to/created from dragons is so interesting. To think they might be just an ancient experiment gone wrong or intentionally created race for heavy lifting/warriors/to impress others is just so facinating idea. Makes you wonder what else the ancient elves might have created with magic and why and how messed up their morals actually where.
Also about the hornless Qunaries, I remember Bull said at some point that hornless are believed to be something rare and believed to destinated became something special in the Quin. Interesting to think where that believe might have come from.

The notion of being descended from Dragons is very interesting, in light of this comment. After all the Tevinters did worship Dragons. And Corypheus is just about the most Ancient Tevinter we are likely to meet in the flesh. If he knows something...?
Yiou have to wonder if the entire of the Qunari aren't an Ancient Tevinter experiment that went wrong.
And you're right, Bull does say something to that effect. It's party banter between Bull and Varric, in which Varric mentions that he met the previous Arishok in Kirkwall. Bull says that the previous had an 'Impressive Rack'. He then notes that the new one has no horns at all, but that this usually means they are destined for something special.
Varric points out that he's met HIM, too. Which officially acknowledges the continuity of the comic books, in which Varric, Isabela and King Alistair met the new Arishok (only to discover he was the Qunari Alistair knew as 'Sten' from DA:O).

They could be elves after post-Arlathan who drank dragon blood and worshiped the dragons as gods. In the old days, they looked a lot more animal-like then they do now. Thanks to the selective breeding of the Qunari, they lost that look. It is also possible that they were able to wield dragon fire as Kossith.
Another possibility is that Tevinter manufactured this race. They were so crazy about dragons that I won't be surprised if they got elven slaves to partake in the blood of dragons and nothing else, creating these creatures. Being a high-priest in his mortal days, Corypheus had knowledge of them and how the Kossith came to be.
Of course, all that can only be deduced with the hints in the games and other media in the franchise. Nothing can be said about the race with absolute certainty.
My hope is that that "primal" race Kossith still exist. I want them to be like Saiyans wielding dragon fire who live and die as warriors. They'd push the Qunari further into Thedas and finally Qunari will reveal everything about them. That would be awesome

Maybe Qunari were like that from the start and were turned/evolved to more humanoid after a while?
Or maybe they weren't even sentiel at first, more savage/beast like and slowly gained more self-awareness during the years/evolution, finally ending up to rebel and left their masters/creators? Maybe the Quin was formed to keep their beast side in check in 'freedom' since their creators weren't there anymore to do it for them but after the years and selective breeding their savage side calmed down, looks changed but the tradition kept the Quin alive?
Who knows, but the idea sure is intriguing.

Oh? Well that makes it an interesting little detail that Solas was suggesting Inquisitor should've ride a griffon (even as a joke) if they weren't extinction.
He being accient elf/god and all.

I was more weirded out by Kieran, Morrigans kid when he said to my Qunari Inquisitor. "Your peoples blood does not belong to them" or something like that. Then Morrigan comes up and my Inquisitor was like "meh w/e" NO, no, no! Not meh w/e. Track down that kid and ask wtf he was talking about.
Then theres him saying he feels sorry what happened to my people, What do you mean?! What happened?!
