is there really no other way then finding and harversting them? i know tjat the war table can have resources vut its random

You  can buy infinite Elfroot from the first fort you capture. Crestwood one maybe?

The merchant in Crossroads (Hinterlands) sells elfroot, 20 for each one if I remember correct. (infinite stock)

You can buy infinite Elfroot, blood lotus and spindleweed from Crossroads merchant in Hinterlands and from the captured Keeps vendors. These 3 herbs are also all the herbs you need to stock on all kinds of potions/elixirs etc, so its pretty handy.
