Why havent i recieved this ingame. It has been registerd on the bioware network, but havent gotten it ingame.

Has it been downloaded and installed?
You can tell this by launching the game, going to the Main Menu, clicking Downloadable content.
There are three tabs, if it appears on the Installed Tab it has been installed correctly. If it doesn't show up on either of the three tabs, or is stuck on the Download tab see the Redeemed DLC Troubleshooting FAQ for solutions to common problems getting DLC downloaded and installed.
If it is installed and you just want it to show up on your current character, go to the Installed Tab, Clear the checkmark next to Blood Dragon Armorto disable it, Load your latest save, and when it gives you the message choose Force Load, Make a new save, Go back to Installed Content and reenable the Blood Dragon Armor, then load your new save again and it should be on your character.
