OK I'm not sure if this is a bug or not. Here is what is happening:

 

After you claim certain areas, inquisition forces show up and wander about. Typically they will have one or more chests they are walking around or near. When you walk up to them they say things like "we have some supplies here."  But - none of these chests can be activated/looted. 

 

Question:

 

Am I SUPPOSED to be able to loot these chests? Because if I am this is clearly a major bug. If not, it's pretty odd flavor to populate the map with a bunch of chests you can't interact with.

You are meant to be able to loot them. I do.

What do you loot from them? Is it regular loot or potions?

Regular loot but you can get some blues was only able to loot the first one and now it won't let me loot any.

Sometimes I can loot them but usually there is no loot option. Some perspective is needed though; it's a very minor bug.

Interesting, I've seen maybe one of these chests that had loot.

I'd assumed you had to come back later in the game and there would be something in them.

I have been able to loot these chests once per area but never a second time, no matter how often they show up.  I started to think that was how they were designed, but if some people can loot all of them that appear in each area, then this must be a bug...
