99% of the Secrets perks suck. But you need 4 points in the category to get the single useful one, the masterwork lockpicking. Agents count as a free point in their categories, so I'll likely make Service an agent all the time regardless of my opinion of him.

I kept him as an informant on probation, didn't have the knowledge of the underworld perk. Might invest in that this time around, now that I'm playing through again. I only recall killing one person as a direct result of Judgement... can't for the life of me remember who it was.
