I think about three would cover everything; "I want to wait until marriage" for straight men, your preferred asexual/demisexual (though one would think that a demisexual at this point in the relationship would be attracted to Josephine anyway) option, and a third for anything I happened to forget.
I genuinely think it's perfectly fine that Josephine's relationship is not sexual during the course of the game. It fits her character. Plus, it's all about offering variety in the romances.
Look at the romances for gay males. One is a forced BDSM relationship. That's certainly not everyone's cup of tea, but I have no issue with it being included because it is some people's cup of tea, so why not have that in the game for those people. The same way that Josephine's romance arc appeals to some players as well.
Not as massive as I would like, and I wish I had a somewhat more diverse roster of allies, but we'll do what we can.

There are many reasons people may wait that those wouldn't possibly cover, so it is limiting. Also in DAI there is dialogue with the sex scene so those who don't partake in it would miss out on a character building moment, thus isn't fair to those who don't want it. This way everyone experiences the romance and character equally.
