There are many reasons people may wait that those wouldn't possibly cover, so it is limiting. Also in DAI there is dialogue with the sex scene so those who don't partake in it would miss out on a character building moment, thus isn't fair to those who don't want it. This way everyone experiences the romance and character equally.

But don't you understand that the type of sexual relationship that you are describing as your preference would be "forced" on people who don't like that type, right? Pretty much all of the other DA relationships attend to the type of relationship that you are talking about, so why not allow others to get their preferences too?

One doesn't even have to cut out sex-scene based dialogue if one can make an alternate scene at some point if you don't want sex at all, and it can easily be animation-light, like Josephine's actual scene, so it wouldn't involve a significant amount of extra work.

I wouldn't mind having the option to make either be sexual or non-sexual in a romance. It might go a long way to please people and would be a fairly easy solution, I would suppose. I'm not a writer nor designer, though, so I have almost no idea how much work it would entail to create alternate arcs for a romance in reality.
I genuinely think it's perfectly fine that Josephine's relationship is not sexual during the course of the game. It fits her character. Plus, it's all about offering variety in the romances.
Look at the romances for gay males. One is a forced BDSM relationship. That's certainly not everyone's cup of tea, but I have no issue with it being included because it is some people's cup of tea, so why not have that in the game for those people. The same way that Josephine's romance arc appeals to some players as well.

If it's up to personal interpretation as to whether there is a sexual relationship, then does this whole thing boil down to being able to see them in the sexual act? Is that why people are unsatisfied with the romance, because they don't get to actually see them having sex?
People with differing opinions can never seem to get along, this thread proves that. Does it really matter that much if Josie has a sex scene or not? If you got one, some people would say they liked it without one, in the case that you do not get one, this case here, some people say they want one. There are romances with sex in the game and some without, the game is a good game, if you paid for the game and got annoyed because you felt you also paid for a sex scene then thats a bit silly. Do not bite the hand that feeds you, sex in this game exists, want it? Use another romance. Hate the other romances and still want animated sex? Use google.

Basically, yes.
You see them kissing and nuzzling on the couch, and at the end Josephine says that she will always be at your side. It's never said what they did or didn't do together beyond what you saw, that's left for interpretation.

I would like to say that despite my statements I'm not opposed to Josephine's inclusion as she is. Not everyone's tastes are my tastes.
I would be lying if I said I didn't wish there was a third option. I do enjoy Cassandra's romance but I think that with her only having been with one person and Josephine having been with no one that there could be a wider spectrum.

From an overall story perspective, all romances are irrelevant. If they're going to make roleplaying options like this, they should do them properly.

No, she hasn't. Sheryl Chee, Leliana's writer, flat out said Leliana and Josephine have never been together like that. Plus Leliana ingame says that Josephine has never been with anyone before, calling her innocent and Josephine says they are like sisters and gets upset if you ask if they were lovers by saying "Did you not just hear me say she is like a sister!".

Hell, I thought the duel scene was so freakin awesome! And its something entirely unique and amazing to Josie's romance.
