Can Operations fail? (War Table)

Reading one of Leliana's reports today, I was struck by how her agents identified the enemy conspirators and eliminated them (assuming the agent was correct).

 

Cullen's forces had planned an ambush for the known target, but in that case it seems possible that coconspirators might remain hidden.

 

Josephine's diplomacy might have the enemy redoubling their mind control efforts or fall on deaf ears entirely.

 

The question becomes: Do operations fail or have subpar resolutions, even if entirely in text exposition.

 

 

Cullen's and Josephine's solutions certainly seem like they could have untidy ends.  Though to be fair Leliana's agent's success is a just-so story; the agent could be wrong, could be lying, could be exposed as the Inquisition's underhanded and devious nature.

 

Who knows, maybe Cullen's attack will scare the conspirators or waken the local ruler to run his own successful investigation; maybe in Josephine's case the enemy has no more mind control tricks, or maybe they would have used them in Leliana's and Cullen's scenarios as well anyway

Reminds me of another operation where Leliana's choice was to gather information while demons were running amok through a city.  Josephine and Cullen's methods would at least have put troops on the ground.

 

Now, Leliana's information gathering in yet another operation would have provided invaluable intel for an assault, for our assault, but we sent an assault force to that one; the city in question under siege by demons there is not even a hint of providing assistance, even information, to the hapless defenders when going with Leliana's path
