Both are presented fairly equally it's your choice that will determine who comes across as the good and bad in the grand scheme of things. Both sides have completely strayed from any kind of moral high ground bar a few dissenters in both camps and a few groups who never abandoned their traditional roles, splinter groups are everywhere and you will be fighting against both parties early on trying to save civvies from their war. It's a fairly complex political situation but on a smaller scale you'll largely be dealing with nut-job fanatics from both sides who are committing atrocities everywhere you go.
