A friend of mine told me one of Cassandra's party banter has her say that is actually the norm in most Circles that mages are allowed to leave the once they pass the Harrowing, but they still have to create phylacteries . This is backed up with Wynne and Finn in the Ferelden Circle.  Vivienne also tells you that Orlesian mages are free to leave the Circle if they get permission from the head Enchanter.

Outside Kirkwall's issues, why is being in a Circle such a problem if mages are free to go after they pass their Harrowing?

The problems came after Kirkwall when the Templars cracked down hard.

Of course they could. That was never really in question. It was just the mage fanboys and girls, who desperately wanted to slander the Circles, so they attempted to spread lies and misinformation on the forums. They'd also claim that the mages weren't allowed contact with their families and other nonsense. Good times really.

Different circles had different policies. The Gallows was the worst, and mages there were not allowed the freedom those in other circles possessed, such as being able to leave the circle mostly freely.

Of course, those luxuries all but evaporated after Anders lit the fuse.

We had proof of circle mages living outside the circle with Shale's master in Origins. The man even raised a family and the kingdom turned a blind eye to this because of his service during the Feledren liberation.

Yeah you get let out for good behaviour <_< The rebellion happened for good reason. The destruction of the conclave was unfortunate however.

I suppose their freedom would depend of the Circle's location and managment, what the First Enchanter was like, what their relationship with Knight-Commander was like and what requirements were needed to get permission. I don't think those were as easy to get as people imagine. A war hero would have an easier time to get an approval to live outside than your regular mage fresh out Harrowing.

Mage Warden has an option to say they've never set a foot outside of the Tower until they were recruited, so...

Honest question. Did we ever see an ordinary circle mage living on the outside? One that is not a war hero, or a senior Enchanter, or someone who had proven themself somehow, or Viviene? Anders might not be the best example, but if permissions were easy to get he wouldn't feel the need to run away seven times.

Ines, the botanist in the Wending Woods?

She wears gold 'ordinary' mage robes, not the red robes of a Senior Enchanter.

Finn and Ines (Witch Hunt and Awakening). In origins, you also run across a senior enchanter leading younger enchanter mages outside of the circle without any templar supervision.

APPRENTICES could not have contact/;eave the circle but it seems like once you pass your harrowing, as long as the first enchanter thinks you're a-ok, you can pretty much leave the circle even without templar supervision (neither Ines or Finn have a templar guard).

The rebellion did not happen for a good reason. Fiona was nothing but a former Grey Warden trying to gain some sort of power and lost glory. The Circle in Kirkwall was bad, but not all Circles. Fiona didn't even have a majority vote. Now when I think of Asunder and those who supposrted her. It seems to me like they were mages who weren't getting anywhere within the Circle anyway.

You are so disingenuous.

Remember what happened to the Rivain Circle when they found out they were freely interacting with families and public society? They got massacred.

*EDIT*

AND mages need permission from the Templars ultimately. I think it was Knight-Commander Irving back in DAO.

Uhm... That was not REALLY the reason for the Annulment now was it? Who here exactly is being disingenuous?

Had it not been for the whole Abomination creation, and sending them out to govern villages, then at most Dairsmuid would have gotten a slap over the wrist, for openly allowing the mages to live outside the Circle.

I'm pretty sure they have to be given leave and most of the time have to have a reason for leaving. I can't imagine it being common to be released for life, no strings attached. If that was the case we would see many more mages outside the circle.

The ones we see roaming legally have almost always had special circumstances (They're heroes or is on a mission of some sort). You don't, however, see average mage Stanley openly just living and raising his three children in Denerim.

Irving was First Enchanter. Griegor was Knight Commander. He was also very clear on the fact that Irving ultimately had say over the Circle, not him.

Perhaps, but I think the conflict needed to happen, for several reasons.

The Circle in Rivain didn't get massacred just because of the mixing of mages and their families. They got massacred because the women were being taught the ways of the Rivaini Seers, and that's clearly not heterodox. It's against the Chant of Light and it's magic that's not in service or praise of the Maker. In the Seekers' opinion, anyway.

Ines is a senior mage whose rational opinions were well respected and her voice in the coming vote carried a great weight, according to Wynne – I am replaying Awakening right now so that conversation is fresh in my mind. So she had proven herself to the Circle in some manner.

I don’t have Witch Hunt so I wouldn’t know about him, whether he was allowed to live outside or just keep in touch with his family.

And those mages were being led to prepare for the coming war with the darkspawn. Senior mage was teaching them how to react in combat.

It still doesn’t explain Ander’s need to escape if it was that easy. I wish the games told us what were the conditions for the permission for keeping in touch with family/going out for a stroll/being allowed to settle outside. Vivienne’s banter with Iron Bull suggests that some mages were “better” at gaining permissions than other.

As for the keeping in touch with family thing I've always thought it's mostly nobles who gets to do it (the De Launcet boy and Finn. I can't imagine Finn not being from a noble background with that silly name of his). It's probably because most commoners can't read or write, but I might be wrong.

And here we go with lore states that only the nobles had contact with their families, Anders states in Awakaing only some are allowed with permission to leave the cricle As my character as a mage were not allowed too leave without permission, and the fact Rivirin was annulled because they lived among their families, which it does state as fact in da2 as the main reason in the codex. Yup they were allowed to live on missions or when they had permission to leave.

Plus Anders wouldn't have escaped seven times if it was that easy to leave. Just saying

I don't think he would have been as desperate if it was as easy as getting a permission slip then BOOM free for life.

It also happened after the Seekers/Templars stopped listening to the Chantry. It was annulled in 9:40.

Pretty sure only those seen as trustworthy get that slip.

And Anders...really wasn't.

Irving isn't a fool.

Have we seen any mage get released permenantly who wasn't either a hero or related to a hero? I'm genuinely curious because I can't think of one.
