I didn't even get on my horse. It went straight where I wanted it to go. It felt more like I was just following it.

It won't cross water so if you herd it and it runs to the stream it will then turn and run parallel to this and hence run right down into the dalish camp where you need to go 
...least it didn't cross the stream for me that is. I'll have to test this theory on more play-thrus to be sure

Well I have done this successfully twice but this time the damn thing headed straight for the river at a sprint and has now morphed into a rock!!!!!! Suggestions??

Leave the zone (pop to haven or Skyhold and, come back, should put the Halla back at it's starting point.

I killed it on my first play through, completed the mission but I don't think I got + favour. Not that I needed it though.
As people have stated, on my second I just chased it on a mount. Once it got relatively close it gave the favour and quest completion.
