Man I had a confusing time trying to figure something cohesive out for the Hunter. I originally tried to start out like a mine specialist, but found out very quickly that It's useless on anything but the final wave most of the time.

I wasn't very impressed either with the 4x throwing daggers I eventually unlocked, so I decided to try to switch it up and head to the other side of the skill tree.

My line of thinking was trying to get stealth and full draw. Go into stealth, Do a full draw to instantly crit immense damage at a single target. I didn't have enough skill points to get the full benefits of them, but I had enough for the basic ones. I am unsure if it is working however. I go into stealth, and my character uncloaks while doing the animation for full draw. Do I still get the bonus benefits from stealth even though I am uncloaked?

If not, then I hardly see a point of playing a hunter. It just feels like a gimped archer, one that is meant to be played up close, which is awkward for the bow type. I prestiged him and moved on, so if anyone has any suggestions on the hunter, I would love to know

Traps are lackluster, Mines aren't great without fire flask, and aside from that, yes, he is a bit of a glimpsed archer. He has a fair bit of bulk between Backup Plan and Stealth though.

To answer your question, it appears full draw has the benefits of a stealth hit when applicable.  It always crit for me (due to knife in the shadows).  I didnt have all the damage perks, but the best hit I was able to accomplish was just under a 7k using that combination.

As for suggestions, I recommend holding off until you get Longbow of the Griffon (which really sucks.  Bioware locked the 1 weapon that compliments his arsenal behind RNG the size of a mountain).  Once you have that, he can become a serious force in close battles.

Until then though the assassin build with fallback plan, stealth, full draw, and your ability choice is likely the best build for him.

Longbow of the Griffon? Is it the unique bow that shoots 3 at a time? I do have it

And that's good that stealth applies the bonuses, since I wasn't able to max out the upgrades to them, I wasn't sure. (Damm lack of re-spec)

Yep, to long of the griffon.  If thats the case, the build I've been running has been evade, stealth, fallback plan, and spike trap with all evo's.  With a little ingenuity and LoS pulling all of those abilities can be used aggressively or defensively.  You need to be point blank for all three arrows to hit, but it hits hard.
