This could be done by saving an XML file on the local computer, and forcing DA:I to reference the local copy of the XML file every time Dragon Age Inquisition is loaded.

 

If there were an OFFLINE, LOCAL COMPUTER version of the Keep, that would also help greatly. There are many, many bugs where even with a custom world-state imported, the Warden's identity changes or custom world-state decisions are ignored in favor of the default world state.

Is your method of XML file able to replace world states on an already existing game file?

Or does it only works on new games?
