I've opened every door I can find and traversed what seems to be every ladder, yet I can not gain access. I'm sure I'm missing something really, really obvious

It's been a bit, but I think this might be where the claim flag is to claim the keep.  I remember two people chatting and getting a quest or operation when I listened to them long enough.  Also, the people playing poker in the locked room gave me one as well.
