They serve in Volus auxilliary units that are part of the Turian military. While the Volus as a whole are depicted as a race of traders, they also produce some soldiers
My guess is that since the Volus are not as well suited to be infantrymen as the Turians (except on high pressure worlds that are similar to the Volus homeworld and colonies), most of them probably serve in support units except for specialized Volus infantry units designed to fight on high pressure worlds. Other Volus probably serve in a support capacity as tankers or artillerymen for example, or as supply, medical, intelligence, or maintenance personnel.
You also probably have some Volus ships that are a part of the Turian Navy, though I would imagine the Turians would be careful of what sort of ships the Volus supplied, just in case there ever was a mutiny. I seriously doubt there are any Volus Dreadnoughts, but they probably do supply some support ships to the Turian fleet. Small frigates, hospital ships, supply ships, ships designed for troop transport, ect. They might even have a few Cruisers as well but would most likely be limited to fielding much smaller amount than the Turians.
On a side note I wonder if any Volus units or ships serving as part of the Turian military were committed in the First Contact War? It would be interesting if there was a little more to that Volus ambassador's hostility towards Shepard than jealousy of humanity's gains.

A member of a race being made a Spectre appears to be a preliminary honor/responsibility before that race has a representive appointed to the Council. Since the Volus don't have a seat on the Council and it doesn't sound as if they'll have a seat soon, it is doubtful that any Volus have been made Spectres.
IIRC the Volus ambassador in the first game even complains about that fact. He says something along the lines that humans would probably a seat on the Council before the Volus, because a human had already been made a Spectre.
At the beginning of ME2 there are probably only four races that have Spectres. Shepard of course is the lone human Spectre, and the rest are probably Turian (the largest group), Asari, and Salarians.
