I've been running around the Exalted Plains for two hours now trying to find the last champion, the one that should be on the desolated banks. The guy simply isn't there, even after I leave the area and come back. Where the hell is that guy supposed to be?!

If I recall correctly he should have been near the Riverwatch Camp or south along the bank from the Riverside Garrison.
