I read somewhere that it drops off red Templars, but I haven't picked up a single one during the prologue or at any other point where I fought them. Is there a merchant that sells them or something?

Red Templars in Emprise Du Lion drop it. Worth noting Emprise Du Lion is one of the tougher areas in terms of overall enemy difficulty, though.

In Lion believe me I farm there at level 11 while Templars were 16

Then my operation to dog merchant also too low level to travel hissing wastes.

But damn I was need that inquisitor armour at mine 11 level not in mid game and I get it
