I just got this notice that I can specialize my character (level 11) and it says that I have to to select this on the war map.  However, there isn't any quest on the map that says anything about it.  I know that these guys are supposed to show up at the keep but I don't see them yet.  Am I doing something wrong?

Do you have Skyhold yet?  You can't get them until you have Skyhold.
