When the Chantry representative came to ask about taking Cassandra and Leliana I had conversations with both of them. Cassandra's conversation gave me the opportunity to support her as the next Divine (which I did, as she is my top choice). Leliana had a conversation in which she expressed a lot of doubt about whether that's something she would want or not.
Very shortly after this I got Leliana's personal quest. I convinced her not to kill the sister and everything in that quest and the conversation we had afterwards seemed to indicate her desire to go off on her own and do her own thing after the Inquisition was over. She talked about how she'd lost so much of herself, first as a bard and then as the Left Hand. She talked about wanting to go join the Hero of Ferelden (who she's in a relationship with in my game). I flat out asked her if she wanted my permission to go now, and she said she'd stick with me till the end of this mess but then yeah she was probably gonna peace out. I was pretty happy with all this. It played out as a great character arc for me.
Now I did another main story quest and she suddenly had a conversation with me about how she wants to be the new Divine and dedicate herself to this and basically... everything she just said she DIDN'T want to do anymore. It was really jarring and seemed like it just totally negated everything I just did with her personal quest. And my only conversation options amounted to essentially "Yeah do it!" or "No, you'd be a bad choice." No opportunity to discuss if this was even what she really wanted based on the conversation we JUST HAD.
My question is: was this even supposed to happen? It seemed out of place to the point where I almost felt like that conversation wasn't supposed to trigger if I resolved her personal quest the way I did. It would have made perfect sense if I'd had her "hardened" personality (I'm told she expresses her desire to be Divine several times if you have her on that path), but in this case it seemed like a total personality about face.
So my question is: is this a bug or not? Was this conversation supposed to trigger? If so I'm a little bit critical of that. It's the first character moment in this game that seemed this out of place.
