My pc is a sword and shield tank and I have the following tactic first in line:

 

self - any - activate shield wall

 

I want it on all the time, or at least when enemies are sighted,  but it doesn't come on unless I manually activate it. Am I doing something wrong? Thanks

It will not come on as long as you are controlling your pc. The tactics do not activate for player controlled characters.
