I personally have not found one, in addition, the way that loot in the game works if anyone has found one, its probably a 1 off lucky grab.

I've gotten couple from operations. Which ones i don't remember I'll write them down next time.

@Manki : Amulets of power wont be a random drop. It's bonus skill points. Each companion has like 2-3 and its quest related. Players have em there just not dulled out evenly through out the game. Apparently it's all late game stuff for some reason, instead of being evenly spread out like the last games. You'd expect us to just get it at major story beat moments, like getting Skyhold you know? but nope!

I found one behind a locked door (need Deft Hands perk) in the Crestwood village, that was the only one I found though

Yah, I'm presuming there's an equal number for each character spread around. Inquisitor ones seem to be loot on the map, while companion ones seem to be quest/operation rewards.

This is true most of the time for sure.
However, I've heard rumors that depending on your decisions at the war table (i.e. who to send out) you get different rewards. Example, I have recieved a couple for different characters on missions that seemingly have nothing to do with their respective companions. As well I've picked some up within the world from seemingly random chests.
Maybe my perception on the situation is wrong and somehow they were tied to the specific characters. However it looks like it can be random.

I've done a lot of the intro/hinter lands with 7-8 characters now.. some of it's not random. A good bit isn't, actually, and those amulets definitely aren't. I get the same one for varric in the same places every time regardless if hes around. You always get one outa his War Table mission stuff. This stuffs set in stone... random chests in the wild and loot from 'most' enemies is definitely random though. But you'll find plenty of stuff that's always there, that's always the same lvl of item with the same properties when you do more playthroughs.

Agreed and confirmed.
However I guess the point I'm trying to make, is this isn't always the case. I have got some from seemingly random parts of the game.

I got one for Sera from doing something that had nothing to do with her... and she wasn't even present at the time. So I think some of them are random, though the majority I got came from operations related to certain party members... although I did find a few during quests that didn't really relate to the characters they were for... so I don't know...
I managed to get one for the Inquisitor very late in the game (I think it's late, but this game is pretty long...), but I don't even remember what quest it was for, and it was just the one. Everyone else had gotten 2-3, possibly even 4 by that point...
edit: Actually I just remembered I can tell you where I got that amulet if I use a spoiler tag...

I found one in the house in Crestwood (requires Deft hands perk) so that one is definitely set.
A friend of mine also said there was one in the central route of the shard temple in the Forbidden Oasis, but I can't confirm that myself. He said he'd found about 3 total, but not where the other one was.

I know for sure there are at least 2 for inquisitor, one I got from the fade in one of the puzzles there, the second I cant be positive if it was in a locked door (with deft hands perk) or in the war room side quests (its possible that both exists and I only got one of those so potentially 3 are confirmed)
edit: ye the house in crestwood above poster said thats prly where I got it.

Don't forget that if you grab the Amulet of Power but not the other item, then go back to skyhold and go back to Crestwood that the amulet of power will have respawned.

2 are from operations, 2 in the world, 1 is from a perk. 5 points more in total for the player (6 if human).
This is the total amulets I've found (and I think they are all as I've seen no ones else mentioned around but those).

I don't think I am going to use these at all in my new play through, I felt TOO powerful by level 18

Yeah wish I knew which operations so I could plan ahead for this stuff for additional playthroughs. My Warrior is the one hurting the most for actual skill points and I've decided, recently, to re-create him at a later date when some bugs are fixed. I'm sure by then we'll have wiki page listing out all the locations and whatnot.

Oh and being overpowered or not has far more to do with equipment then skills. Few skills can finish up a build, but with out the equipment to work off of it doesn't mean jack. KE super amazing and god like... once you have the top end T3 stuff. Try doing any mildly late game stuff as a KE with middling gear and you don't do enough dmg to leech barriers worth a damn and the whole idea of Spirit Blade spams a distant unrealized dream.
Wanna be less unstoppable? Use T3 patterns with T2 materials and don't use any masterwork fade-touched stuff. That or a T2 pattern with T3 materials. Or hey suck REAL bad by just doing T2/T2, that'll teach those dragons not to die in under 30 minutes lol.
