There is a whole lot of discussion comparing the various basic mage trees, but all of them ignore general enemy comps etc. Can anyone say what order elemental resistances occur in the game (so far as frequency), and maybe also what order they occur as damage types from enemies?

There is hardly any Spirit-Resistance in the game. In fact, many enemies are weak to it.
Not so with the elemental damage types you were asking for.
Undead are generally highly reistant to frost, while being suffering extremely under fire. Undead are, additionally, immun to fear/panic, but can be chilled and frozen.
Venatori Mages are reistant to fire, the other mages in the game vary.
Rage-Demons sometimes encountered on higher levels and at rifts are, ofcourse, immune to fire.
In the end, is doesn´t matter - Necomancer and Knight Enchanter offer Spirit Damage as main source of damage, and mobs are seldomly reistant to it. Rift Mage has a low cooldown Spirit-Spell too, and if coupled with Fire, will outright destroy anything with it thx to CC-reduction and improved damage to weakend enemies.
If you want to be on the save side till you´ve chosen your spec, chose two out of: chain lightning/barrage, Winter´s Grasp or Immolate and then spec one of these trees way down.

I think enemy resistance is not relevant later on. I do no longer change abilties or tactics on AI controlled npcs and wont spec into deep frost if I face an fire resitant dragon. My mages deal most of their damage with fire mines and immolate and some bonus from energy barrage, chain lightning and winters grasp. Everything not resistant to fire goes down very fast and the rest is living a little bit longer but it does not matter.
I think elemental resistance plays on more important role on the tank if you play on nightmare. Here I use 4 different breast plates. One for normal gameplay with an mix of strength, stamina and ranged resistance and 3 specialized breast plates with lots of fire, cold or lightning resist if I fight dragon. My Knight Enchanter mages use only their standard robes but Sera has also an complete set of 4 breast plates. The resist gear is a little bit lower armor rating but this does not matter on this fights.
This makes it much more easy if you want to kill an dragon.
