I read somewhere it changes if you get more influence, but don't know for certain!

I am wondering this as well. And I was expecting to use all those resources to actually upgrade defenses, like in Awakening.

I did notice some changes, but whether that is based on story progression, Power, level or influence, I am not sure.

I've also been curious about this. I upgraded those three things, built up quite a bit of power and influence, and am close to the game's ending. Still, nothing else has appeared to have changed. So much still seems messy and broken. And I grabbed so many quarries and logging stands, too...

I get the feeling this is a case of 'intended, but cut due to deadline'. From my experience with the so-called 'upgrades', the Templar tower, herb garden, and soldier courtyard are all three a waste of time. The Templars add a banner outside their tower and five guys stand around the second floor inside, the herb gardens only change is the addition of three pots to one side, and the soldier courtyard adds a tiny little wooden fence ring barely big enough to let the two guys standing in it spar. And by 'spar' I mean 'stand on each other's feet and not move'.
Skyhold is just so much wasted potential.

That's how we always sparred in karate. It was very intense stuff - you'd be surprised.
I'm hoping that more options will be available in free DLC, or as a side-benefit of a more all-encompassing story-based DLC.

I finally got all of the wooden scaffolding out of the main hall after Here Lies the Abyss. I think the work is tied to only the main quest. Still have a hole in the war room hallway, though.

can confirm fromjust half hour ago scaffolding is gone as you progress the story. i upgraded as soon as i could and didn't notice much change so it is based on story progression.

I somehow doubt you were using swords and shields in karate.

Can confirm that the "upgrades" and requisitions are mostly a waste of time and crafting resources since power is so easy to get without them. Unrealized potential.

Clearly you've not been doing the right karate. We also use lightsabres on occasion.
