Make sure you have flirted with Bull up until Skyhold!!!
Now i don't actually think this is a bug.... but it might be i'm not sure.
Fix for Iron Bull romance (PC version, maybe on other versions too)
So iron bull won't talk to you in the skyhold all thats in his dialogue is " goodbye" (or other dialogue options you haven't explored)
Well heres how i fixed it.
Go to the hinterlands and go find the Frostback dragon.
Now this dragon is level 14
Iron bull must be in your party for it to work. (i had killed 3 other dragons previously to this one without bull in my party)
Now reason i say frostback as this can be done at level 11-12 or higher and is easier.
I did it on nightmare mode so it was harder than the other settings, (if you end up having trouble put it down to casual if needed there is no shame in getting your Bull this way)
Now frost back is fire dragon and is weak to frost/ice damage.
Party: Ironbull is a must have, Have another tank, and a mage plus inquisitor. (depending on roles your inquisitor is)
I've found, Blackwall (shield and sword), Solas(ice mage), Bull (two hand) and my rouge/Archer inquisitor to work for me
Its recommended to have two mages with ice damage and two tanks.
But what ever is easier for you.
Gear, Stock up on gear get it as high as you possibly can as for weapon try to get weapons with ice damage.
Stock up on potions. (Healing mist, regeneration, and the normal red potions is what i used and have always used and it helps alot, make sure every person in your party has them all maxed out)
I use regen potion on solas and my ranged rouge to heal when we were not in fire and it kept us both alive.
I let the healing mist be used just for the tanks and not for my ranged characters.
The main healing potions were used mainly by the tanks but if Solas or I was in danger we would use them aswell.
The Tactical veiw is and should be used for the dragon or any difficult enemy you encounter, its your friend!
Have your tank/s on the dragon and distracting it from your ranged attackers. Have your mages or rouges(preferably archers) stay as far back as possible. because frostback will flap his wings and draw everyone in the party towards him which does damage and is a real pain in the ass to get out of, especially if your someone so squishy like a mage or archer/rouge
The dragon calls (also stuns you at the same time) for dragonlings i've found being under the rock the dragon has landed on (Which is on the right and left side of where the dragon lands just as you walk into the flat area) will keep you party safe. and will also force the dragonlings to fight under it while avoiding the frostbacks fire breath attacks. This happens 2-3 times then the dragon gets more wounded and won't fly to the rocks but will stay grounded and call for back up over and over again till his health is around 25% or so (excuse me if that is wrong)
Let your tank take care of the dragonlings and let your range characters aim for the dragons head because man those fireballs and fire breath attacks are a pain in the butt!and its alot easier to not having him fire breathing on your party
Once its health is low enough it will fly to a bluff just above you (in front of you when you come through the entry way to start then dragon fight)
You can finish off the dragon.
(sorry for that walkthrough but hopefully but i had one or two people on Deviantart ask me how i got to romance him so i told them how.)
Once the dragon is killed (Go back to skyhold) it will give you a cut scene with bull and you guys will get your drinks on.
Continue the main quest until the here lies the Abyss quest is complete and finished.
After that you should be able to romance bull fully.
(its also possible that you can do it before the here lies the abyss
Also the smacking on the butt is awesome! and you get to smack him with a stick hehe
Side Note: DO NOT USE THE DRAGON TOOTH! you will need that for Bull's Necklace 
(There may be a known issue that Bull gets stuck and its your actual saved game. you can try to reload a previous save, but you may need to restart :\)
Hopefully this has helped some people, as it helped me.
