Started a new play through and started hinterlands. Instead of going down the hill i went the other way and see these 2 armored humans walking carrying mauls (oversized)

I attack and i swear they would not die? Used all 8 potions but really stood no chance. They seem to be related to the bandits . Are they meant for higher levels? I was shocked on how close they were to the starting point
