I now have three bars on my UI I assume are for focus. Indeed, one bar fills as I kill things and I'm able to utilize focus attacks, but no matter what I do, the other two bars do not fill up.

 

I'm assuming the other two bars are for focus tier abilities such as more powerful resurgence, but how do I get them to fill? Is it a perk? Is it a bug that they are not filling?

You have to unlock them under the Force tree for Inquisitor perks.
