Hey guys im missing the male merchant next to bonny sims in skyhold where you can buy the 2h axe siegend and superb dragon/cleansing rune. do i need to do a war table mission to unlock him? i just finished the wicked eyes and wicked heart quest and I did unlock the other merchant that sells items that increase your inquisition rank.
